摘要：

我国处于社会转型时期的医患关系正经历着严峻的考验。一方面,医患风险的大量滋生使得全社会的风险总动员成为可能;另一方面,医患关系的不断恶化要求政府必须承担医患风险的分配者和冲突的治理者的责任。机制设计理论认为,重塑和谐医患关系必须以"结果—目标"分析原理为导向,健全医患风险管理机制和医疗卫生资源投入机制,破除我国"以药养医"的逆向激励机制,在加强医药卫生行业法律制度建设的同时建全科学合理的第三方调解机制,以期形成正向激励作用。

  • In the period of social transformation,the doctor-patient relationship is experiencing severe tests. On the one hand,the increasing medical risks make it possible to cause the risk mobilization of the whole society. On the other hand,the worsening of the doctor-patient relationship needs the government to be the distributor of medical risk and to be the governor of the doctor-patient violence. From the perspective of the mechanism design theory,to reshape the harmonious doctor-patient relationship,we must be guided by "results-target"analysis principle,in order to improve the mechanism of medical risk management,and to enhance the medical and health resource input mechanism. In addition,we have to break the "medicine for the medical"reverse incentive mechanism,strengthen the construction of legal system of medicine and health care industry,and build a scientific and reasonable third party mediation mechanism,so as to form a positive incentive effect.
