公共养老保险制度参数调整与基金平衡研究:一个文献综述

摘要：

在基本养老保险制度框架逐步成熟的情况下,参数调整将成为我国基本养老保险制度改革最有可能突破的政策取向。本文基于养老保险基金平衡视角,系统梳理替代率、缴费率、退休年龄和覆盖率四个参数调整对公共养老保险基金平衡的影响,并简要回顾了融资模式、隐性债务和基金投资对养老保险基金平衡的影响研究。综述认为,相关研究应该更加关注基本养老保险制度参数内生机制,强化多参数调整及关联效应对公共养老保险基金收支平衡的影响研究。

  • Under the condition of the basic structure of the public pension insurance system in China gradually mature,Parametric Pension Policy Reform is most likely to be the policy orientation of breakthrough of the public pension insurance system reform.Based on public pension insurance fund balance,this paper combed the pension replacement rate,coverage,contribution rate and retirement influence on public pension insurance fund balance.Summarized that research should pay more attention to the basic endowment insurance system parameters of the endogenous mechanism,strengthening multiple parameter adjustment and associated effect on public pension insurance fund balance of payments impact study.
