当前传统国际格局正在深刻调整演进,人类命运共同体正在逐步构建,全球治理规则话语博弈加剧,单一国际法治模式规制愈显乏力,要引导国际社会共同塑造更加公正合理的国际新秩序和共同建构人类命运共同体,就应当借鉴倡导"德法并施"的社会治理模式,应当推进"国际德治"与"国际法治"融合互动,倡导国际社会协同建构"国际德治"规则理论体系,理清其核心价值、要义特征和法理基石,才能合理衡平协调各方利益及其与现行国际法基本原则和规范体系之间关系。

  • The traditional international pattern and situation is being adjusted and evolved profoundly. Community of Shared Future for Mankind is being built gradually. The game of global governance rules is intensified.The regulation of single mode internationally ruled by law is increasingly weak. To lead international community to jointly shape more just and reasonable new international order and construct Community of Shared Future for Mankind,lessons from advocating the social governance mode ruled by rule and morality should be assimilated; integration and interaction of "International Rule of Morality"and "International Rule of Law"should be promoted. In order to harmonize interests of all parties and relationship between them and the existing basic principles and norms of international law,international collaborative construction of the theory system of "International Rule of Morality"should be advocated,and its core values,its essence characteristics and jurisprudential basis should be clarified.
