摘要：

农村"村霸"治理是一项基础工作,是乡村社会治理的根本。由于"村霸"现象所具有的持续性、广泛性、隐蔽性等特征,"村霸"违法犯罪曾一度猖獗,乡村社会治理任务重、难度大。近年来,党和政府面对"村霸"治理的相关工作难点,不断总结"村霸"治理的基本经验,在实施专项整治、强化宣传教育、开展执纪问责、创新治理经验等方面取得突出成效。在未来的农村"村霸"治理与乡村社会治理过程中,应围绕全面推进乡村振兴战略、加强法治乡村建设、巩固脱贫攻坚成果等方面开展,强化基层政权建设、建立长效机制、创新乡村社会治理体系,为我国农村"村霸"治理开辟新道路。

  • The governance of rural "village tyrant" serves as the basis and the foundation of rural social governance. Due to the persistence, extensiveness, and concealment of the "village tyrant" phenomenon, the illegal crimes of the "village tyrant" were once rampant, and the task of rural social governance has been heavy and difficult. In recent years, facing difficulties related to the governance of "village tyrant", the Communist Party of China and the government have continuously summarized and learned from the experience of "village tyrant" governance, and made outstanding achievements in implementing targeted governance, strengthening publicity and education, giving full play to the discipline and accountability mechanism, and generating innovative governance experience. In the future "village tyrant" governance and social governance in rural areas, we should focus on comprehensively promoting the rural revitalization strategies, strengthening the rule of law in rural construction, and consolidating the results of poverty alleviation, and chart a new path of the "village tyrant" governance in China's rural areas by strengthening the construction of grassroots government, establishing long-term mechanisms,and innovating the rural society governance system.
