高校教师科研诚信的制度规束与素养培育

科研诚信是社会信用体系建设的有机组成部分。作为国家信用建设规划关涉的重点群体,高校教师的诚信素养对社会诚信风尚具有重要示范作用。然而,随着高校教师科研失信行为形式与类型的增加,制度规范和诚信素养的建构成为问题消解的两大进路。以此而言,研究提出的科研诚信制度建构、强化主体建设责任、重塑科研诚信认知和提升公共责任的伦理修养等举措,无疑会推动科研诚信"制度—习惯—素养"程式的自我强化,提升高校教师在推进个人诚信体系和职业诚信体系建设中的示范效用,进而达成营造社会诚信风尚的鹄的。

  • Scientific research integrity is an integral part of social credit system construction. As the key group involved in the national credit construction plan, the integrity literacy of college teachers plays an important role in demonstrating the integrity and moral fashion of the whole society. Effective cognition, moral identity and behavioral self-discipline of scientific research integrity should be realized at the rational, emotional and behavioral levels. However, the expansion of the forms and types of university teachers' faithless behaviors in scientific research has aroused widespread concerns and doubts, and it is urgent to establish a double-dimensional regulation with legal norms and moral constraints. On this basis, this paper proposes to promote the structural reform and regulatory development of scientific research integrity literacy of university teachers through institutional construction, strengthening the responsibility of subject construction,reshaping the cognition of scientific research integrity and improving the ethical cultivation of public responsibility, and realize the self-reinforcement of scientific research integrity in the form of "system-habit-literacy". Give full play to the demonstration effect of college teachers in promoting the construction of personal credit system and professional credit system, and then build the ambition of building social credit fashion.
