国家监察体制改革是新时代中国特色社会主义法治反腐的重大创新，对公职人员道德操守提出了新的要求。公职人员道德操守是所有行使公权力的公职人员在公共政治生活中的基本行为准则，是公职人员所应遵守的、与其职业特质相符合的良好品行与个人修养，是一种融资格型道德操守、履职型道德操守与模范型道德操守于一体的特殊形态的道德操守。新时代公职人员道德操守蕴含着国家监察体制改革背景下加强公职人员道德治理的现实逻辑、使命型政党道德模范引领作用实现机理的理论逻辑、借由法律的强制实施机制增进道德操守实效性与强制力的实践逻辑。推进新时代公职人员道德操守的实现需要将法治与德治相结合，从立法路径、教育培训、考核评价、处分原则与监督保障等方面构建严密的道德操守制度规范体系。

The reform of the state supervision system is a great innovation of the rule of law and anticorruption in Socialism with Chinese characteristics in the new era, and it also puts forward new requirements for the moral ethics of public officials. Public officials' ethics is the basic code of conduct of all public officials who exercise public power in public political life. It is the good conduct and personal accomplishment that public officials should abide by, which is consistent with their professional characteristics. It is a special form of ethics that integrates qualification ethics, performance ethics and role model ethics. The moral ethics of public officials in the new era contains the realistic logic of strengthening the moral governance of public officials against the background of the reform of the national supervision system, the theoretical logic of the realization mechanism of the moral model leading role of “mission-oriented political parties”, and the practical logic of enhancing the effectiveness and coercive power of moral ethics through the enforcement mechanism of laws. To promote the realization of public officials' ethics in the new era, it is necessary to combine the rule of law with the rule of moral, and build a meticulous ethics system from the aspects of legislative path, education and training,assessment and evaluation, punishment principles and supervision and guarantee.
