摘要:

随着我国工程建设管理模式向集约化、高效化转型,EPC模式在政府投资项目中的应用日益广泛。该模式在提升项目集成管理与执行效率的同时,也对传统政府投资审计模式构成了严峻挑战。从本质上说,二者之间的张力是市场化契约精神与传统行政监督思维的内在冲突。此外,审计署大力推进投资审计从单一造价审计向全面投资审计转型,进一步要求审计理念与方法的革新。在此双重背景下,如何构建与EPC模式相适应的审计质量控制体系,有效识别并防范新模式下的风险,确保政府投资的经济性、效率性与效果性,成为理论界与实务部门亟待破解的核心议题。本文遵循“问题审视-理论构建-案例检验-对策提出”的递进式研究逻辑,致力于探索EPC模式下政府投资项目审计质量的优化路径。首先,系统梳理了EPC模式的核心特征及其在国内实践中呈现的“有限承包”特性,深入剖析了该模式对政府审计在监督边界、责任认定与工作重心等方面带来的独特挑战,并沿项目生命周期识别了各关键环节的审计风险点。其次,融合公共受托责任理论、信息不对称理论与全面质量管理理论,创造性引入5M1E分析法,构建了一个包含审计人员、审计标准、审计证据、审计方法、审计审理与复核、审计公开及社会监督环境六大核心要素的系统化审计质量优化分析框架,为审视和提升审计质量提供了结构化的理论工具。在实证研究部分,本文选取C市X创新区EPC项目进行深度案例分析。运用上述框架对该项目的审计实践进行全面检视,一方面,总结了其在组建复合型审计团队、综合运用穿透式审计方法、建立三级复核与跟踪审理相结合的质量控制机制等方面的成功经验,验证了优化框架的适用性与解释力;另一方面,精准诊断了其在数字化审计技术应用深度、外部独立性证据获取、审计整改闭环公开等方面存在的短板与提升空间。案例研究表明,当前审计实践在应对EPC项目复杂性上虽取得显著成效,但在技术赋能、证据多元性及成果治理转化上仍有深化潜力。基于理论框架指引与案例实践反馈,本文最终提出一个系统集成、协同联动的“六位一体”审计质量优化路径。具体包括:推动审计人员向具备工程、财务、法律、信息技术的复合型人才梯队转型;促进审计标准体系从事后合规依据向覆盖EPC项目全过程的精准化、动态化标尺升级;实现审计技术从传统方法向“数据驱动、智能穿透”的范式变革,深化BIM、大数据等技术的融合应用;优化审计证据体系,构建全链条穿透、多元协同的立体化证据网络;强化审计审理机制,从事后复核向“嵌入式”全过程质量监控演进;深化审计公开机制,从程序性结果告知向“审计-整改-问责”闭环治理工具转变,以透明度倒逼整改实效。本文的创新之处在于:第一,研究视角具有前沿性与聚焦性,紧扣EPC模式推广与国家审计转型的时代交汇点;第二,理论框架具有系统性与适配性,所构建的5M1E六要素分析框架逻辑严密,且与EPC项目特性深度契合;第三,实践对策具有集成性与可操作性,所提优化路径源于深度案例诊断,是一套各环节联动互补、可供审计机关参考执行的系统性策略集合。

  • With the transformation of China's engineering construction management model towards intensification and efficiency, the EPC model is being increasingly adopted in government-invested projects. While enhancing integrated project management and execution efficiency, this model also poses significant challenges to the traditional government investment audit model. Essentially, the tension between the two stems from the inherent conflict between the market-based contractual spirit and traditional administrative oversight thinking. Furthermore, the National Audit Office's vigorous promotion of the shift from single-cost auditing to comprehensive investment auditing necessitates innovation in audit concepts and methods. Against this dual background, how to construct an audit quality control system compatible with the EPC model, effectively identify and prevent risks under the new model, and ensure the economy, efficiency, and effectiveness of government investment has become a core issue urgently requiring resolution by both academia and practitioners.This paper follows a progressive research logic of "problem examination-theoretical construction-case testing-countermeasure proposal," aiming to explore optimized pathways for audit quality in government-invested projects under the EPC model. First, it systematically outlines the core characteristics of the EPC model and its "limited contracting" features in domestic practice, deeply analyzes the unique challenges it poses to government auditing in terms of oversight boundaries, responsibility identification, and work focus, and identifies audit risk points at various key stages along the project lifecycle. Second, integrating public trusteeship theory, information asymmetry theory, and total quality management theory, it creatively introduces the 5M1E analysis method to construct a systematic audit quality optimization framework comprising six core elements: auditors, audit standards, audit evidence, audit methods, audit review and re-examination, and audit transparency and the social oversight environment. This provides a structured theoretical tool for examining and enhancing audit quality.In the empirical research section, this paper selects the EPC project of the X Innovation District in City C for an in-depth case study. Using the aforementioned framework, it comprehensively examines the audit practices of this project. On one hand, it summarizes successful experiences such as forming a multidisciplinary audit team, comprehensively applying penetrating audit methods, and implementing a strict three-level tracking review mechanism, thereby verifying the applicability and explanatory power of the optimization framework. On the other hand, it precisely diagnoses shortcomings and areas for improvement, including the depth of digital audit technology application, the acquisition of external independent evidence, and the closed-loop transparency of audit rectification. The case study shows that while current audit practices have achieved significant results in addressing the complexity of EPC projects, there remains potential for deepening technological empowerment, evidentiary diversity, and the translation of outcomes into governance improvements.Guided by the theoretical framework and informed by case practice feedback, this paper ultimately proposes a systematic, integrated, and synergistically linked "six-in-one" pathway for optimizing audit quality. Specifically, it includes: promoting the transformation of auditors into multidisciplinary talent teams with expertise in engineering, finance, law, and information technology; advancing audit standard systems from ex-post compliance benchmarks to precise, dynamic criteria covering the entire lifecycle of EPC projects; transforming audit technology from traditional methods to a "data-driven, intelligently penetrating" paradigm, deepening the integrated application of technologies like BIM and big data; optimizing the audit evidence system to construct a holistic, multi-cooperative, and penetrating evidence network; strengthening the audit review mechanism, evolving from ex-post verification to "embedded" whole-process quality monitoring; and deepening the audit transparency mechanism, shifting from procedural result notification to a closed-loop governance tool of "audit–rectification–accountability," using transparency to drive effective rectification.The innovations of this paper are as follows: First, the research perspective is cutting-edge and focused, closely aligning with the intersection of EPC model promotion and national audit transformation. Second, the theoretical framework is systematic and well-adapted, with the constructed 5M1E six-element analytical framework being logically rigorous and deeply compatible with the characteristics of EPC projects. Third, the practical countermeasures are integrated and operable. The proposed optimization pathways, derived from in-depth case diagnosis, constitute a systematic set of strategies with interconnected and complementary components, providing actionable references for audit institutions.
